The Pacific Nation of Republic of Vanuatu offers a unique citizenship by investment program which offers expedited citizenship investors, who make an one-time donation to the state or purchasing a real estate in the islands. The Vanuatu Government launched Development Support Program (DSP) and Vanuatu Contribution Program (VCP) in March 2017, later made important legislative changes to the Citizenship by investment Act in 2018, reducing the minimum investment to USD 130,000. The Real Estate Option Program (REO Program) was established under section 13F of the Citizenship Act and the Citizenship (Real Estate Option Program) Regulation Order No. 93 of 2021.
The Vanuatu Capital Investment Immigrant Plan (CIIP) citizenship program was established under Section 13C of the Citizenship Act [CAP 112] through the Citizenship (Capital Investment Immigration Plan) Regulation Order No. 8 of 2023, enacted on January 30, 2023. The Vanuatu CIIP program was established is to create local jobs, stimulate the economy and keep the national budget balanced. The citizenship granted under all programs is for life, and does not require visiting Vanuatu. Vanuatu is a commonwealth country maintains close relations to Australia/ New Zealand.

The Basic qualifying criteria for Vanuatu citizenship programs are

Vanuatu Passport
The Vanuatu passport is a biometric passport issued with 10 years validity. After 10 years it can be renewed easily at any nearby Vanuatu embassies or personally visiting Vanuatu Immigration office. Applicants in Port Vila & Shefa province should lodge their passport application at the Vanuatu immigration office, kumul Highway, Tamarama Building, Port Vila.
Under the Economic citizenship program, Vanuatu issues ordinary passports to all investor citizens, does not offer diplomatic passports.
Banned Countries.
Vanuatu has banned nationals of following countries applying for citizenship by investment program.
- Iran
- Iraq
- Syria
- North Korea
- Yemen
They can apply if they have permanent residence outside those countries and have lived outside of those countries for more than 5 years.
Note: Russia and Belarus nationals are accepted for citizenship programs.
Name Change
Vanuatu has amended citizenship act restricting change to citizenship by investment applicants. Name change is only permitted upon providing evidence that they have renounced original citizenship. it is done through a deed poll handled by a local lawyer.
Vanuatu Citizenship Commission
The Vanuatu Citizenship Office and Commission based in Port Vila is the government authority responsible for processing citizenship by investment applications for DSP, CIIP, REO and VCP programs and issuance of citizenship certificates.
It processes applications for investment, naturalization, marriage-based, within 45-60 days. Applications can only be submitted by designated agents appointed by the government.
The Vanuatu Immigration office is responsible for printing and issuance of passports.
