The Vanuatu Economic citizenship program has four flexible investment pathways approved by Government.
- Development Support Program – DSP
- Vanuatu Contribution Program – VCP
- Vanuatu Real Estate Option – REO
- Capital Investment Immigration Plan – CIIP
1. DSP Program
The Vanuatu Development Support Program was established in 2017 as a government initiative to attract foreign investments that contribute to the overall development of the nation. This program is open for all international applicants (except China and Hong Kong). The Development support program (DSP) is one time contribution to Vanuatu Government in exchange for citizenship.
All contributions paid will support Vanuatu’ sustainable and climate resilience initatives, reduce debt and diaster prevention efforts as Vanuatu remains one of the most vulnerable countries in the world prone to natural disasters.
Government Fees

All applicants had to go through background checks for criminal activity, including police and Interpol checks before being granted passport of Vanuatu.

2. Contribution Program.
The Contribution Program aims support the economic development of the Republic of Vanuatu. This program has the same investment amounts and fees like DSP and is only reserved for China market.

3. Vanuatu Real Estate (REO)
The Vanuatu Citizenship by Real Estate Option (REO) was launched on 23 July 2021. Applicants for citizenship under the REO must invest in a property in a Vanuatu Government Approved Project (VGA Project) in addition to payment of the prescribed fees. . The Citizenship (Real Estate Option) Program was enacted under section 13F of the Citizenship Act [CAP. 112] and Citizenship (Real Estate Option Program) Regulation Order No. 93 of 2021.
An Applicant for Vanuatu Citizenship under the REO Program must purchase a property in a Vanuatu Government Approved Project (VGA Projects) and pay the relevant prescribed fees.
Prospective CIP Investors must invest atleast $100,000 (quarter share) in any of the below approved real estate projects by the government. Additional government fees apply
- “Pacific Springs” situated at Rentabao on the island of Efate;
- “Narpow Point Coral Bay” situated at Narpow Point on the island of Efate;
- “FPF Rainbow City Project” situated at Narpow Point on the island of Efate;
- “Milai” situated on the island of Espiritu Santo.
3. Capital Investment Immigration Plan (CIIP)
The Vanuatu Investment Immigration Plan Program (CIIP) was reopened in May 2025 based on Investment plus donation model, after brief suspension. It is a fast and affordable way to gain visa-free access to over 100 countries and territories. CIIP is the only Citizenship-by-investment program in the Asia Pacific region. The CIIP offers a unique opportunity for individuals to obtain Vanuatu citizenship by making a donation to local investments. This initiative is focused on stimulating growth in key sectors such as Tourism and Hospitality, Agriculture, Infrastructure, and Marine industries. By channeling investments into these vital areas, the program seeks to foster sustainable development and economic resilience in Vanuatu.
- Processing time 1-2 months to receive passport.
- No language requirements for residency or citizenship.
- Possibility to apply for an online visa or 1-year multiple entry visa for Australia.
- Tax haven, with extensive tax benefits: No personal income or corporate tax, No withholding tax and capital gains tax, No estate, wealth and gift tax.
- Family, spouse and children under 25 years are admitted.
Investment
- CIIP Donation – USD 100,000 (Non recoverable paid to government) AND
- CIIP Investment – USD 50,000 (Recoverable after 4 years)
- Additional Dependent – USD 10,000 per person (above family of 4)
- FIU Due diligence fee – USD 5000
The amount of USD 50,000 must be used for investment (eg. land title) and can be sold after 12 months. Investment Returns are paid to investors.
